Allen represents communications carriers and high-tech businesses on a wide-range of regulatory and dispute resolution matters. He’s been recognized by Super Lawyers© as an Upstate New York Rising Star in Communications and has served for many years as a co-chair of the New York Chapter of the Federal Communications Bar Association.

Allen represents clients before the FCC and state public utility commissions on virtually all major issues arising in today’s telecommunications landscape, including pole attachments, right-of-way access, infrastructure deployment, regulation of VoIP and IP-based services, Section 214 authorizations and wireless licensing, regulatory investigations and compliance matters, national security reviews, and corporate transaction and financing approvals. Allen has significant litigation experience, representing clients on disputes arising under the Federal Communications Act, state public utility laws, and commercial contracts.

Allen received his J.D. cum laude from Albany Law School. He became engaged in communications law and policy during law school while serving as a Research Assistant to Hon. Eleanor Stein, a former Administrative Law Judge at the New York Public Service Commission.

Allen’s expertise as an attorney is built on a foundation of analytical skill developed through his graduate and undergraduate studies in mathematics. Allen has an M.S. in Applied Mathematics from Rensselaer Polytechnic Institute and a B.S. magna cum laude with honors in Mathematics from St. Lawrence University.

Allen is admitted to practice in New York and before the U.S. Supreme Court and several federal district courts.
