Allen is in his tenth year of practice at KLEIN LAW GROUP. His experience covers virtually all legal and regulatory issues arising in today’s telecommunications landscape at both the federal and state level.
Allen represents communications carriers and other high-tech companies on a wide-range of subject matters, including interconnection, intercarrier compensation, regulation of VoIP and IP-based services, TDM-to-IP transition, copper retirement, pole and conduit access, unbundled network elements and directory listings access, and corporate transaction and financing approvals.
While experienced in all facets of client representation, Allen specializes as the lead writer for most of the firm’s submissions to federal and state courts, the FCC, and state public utility commissions, and in formulating and vetting positions for client advocacy.Through this work, the firm has achieved many successful resultsin commercial litigation, administrative proceedings, arbitration, mediation, contract negotiations, and regulatory approval and compliance matters.
Allen received his J.D. cum laude from Albany Law School in 2005. His interest in communications law and policy began in law school, while serving as a Research Assistant to Hon. Eleanor Stein, an Administrative Law Judge at the New York Public Service Commission. During law school, Allen also published a paper—When Is an Algorithm Invented? The Need for a New Paradigm for Evaluating an Algorithm for Intellectual Property Protection, 15 ALB. L. J. SCI. & TECH. 579 (2005) – which has been cited in several publications and papers, including an amicus brief to the U.S. Supreme Court.
Allen’s ability as an attorney is built on a foundation of analytical skill developed through his graduate and undergraduate studies in mathematics. Allen has an M.S. in Applied Mathematics from Rensselaer Polytechnic Institute (2002) and a B.S. magna cum laude with honors in Mathematics from St. Lawrence University (2000).
Allen is admitted to practice in New York and before the U.S. District Court for the Southern District of New York. Allen serves as a member of the Steering Committee for the New York Chapter of the Federal Communications Bar Association.
